An electronic real estate platform is an application or website licensed by the Real Estate General Authority (REGA) that specializes in real estate marketing and is considered one of the largest e-commerce markets today. The license is granted after fulfilling several legal requirements, such as providing info about the platform, its owner, contact details, and the commercial register if available. On these platforms, the owner publishes advertisements for those wishing to sell or rent real estate units, serving as a link between the seller and the property seeker. There are various regulations governing the electronic real estate marketing process; these platforms are subject to e-commerce regulations in addition to the regulations and decisions of the Real Estate General Authority. Electronic real estate platform owners must not publish real estate advertisements for non-citizens and legal entities licensed to operate in the Kingdom, such as companies, though non-Saudi individuals can publish advertisements for properties they personally own. Additionally, the platform owner must adhere to several obligations: • Publish the real estate advertising regulations issued by the Authority on their platform and require advertisers to comply with them. • Register advertisers through the National Unified Access platform (Nafath). • Avoid displaying fake, misleading, or intellectual property-violating advertisements. • Require the advertiser to specify the exact location of the property using maps. • Provide the Real Estate General Authority with the necessary information. • Maintain data confidentiality, protect it, and respect intellectual property rights provisions. • Prepare and publish a terms of use, privacy policy, and intellectual property rights policy. Platforms are also committed to not publishing any advertisement that does not contain essential information, such as specifying the purpose of the real estate advertisement (sale, rent, or investment), defining the type of property, the advertiser's name, their license number, means of contact, and the detailed location of the advertised property. After the sale or completion of the purpose of the real estate advertisement, the platform owner must remove the advertisement within a period not exceeding two days. After the Real Estate General Authority issued work licenses for real estate platforms, it contributed to raising the quality of real estate services and enhanced commercial opportunities and innovation in the field of real estate services. It has also helped protect consumers and seekers of these services, especially after the Authority began suspending and canceling the licenses of platforms violating real estate advertising standards.
